Manual cleaning of sewers and septic tanks - policy brief

In December 2013, the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act (“the Act”) was notified by the Central Indian Government. The Act is a Parliamentary law, binding on all states. While an earlier 1993 law prohibited the employment of manual scavengers and construction of dry latrines, the strength of the new Act is that it brings hazardous cleaning of sewers and septic tanks under its ambit.

Why we should not set 'targets' for ODF

The Swachh Bharat Mission (SBM) is a revamped programme on sanitation launched by the H’ble Prime Minister, with a clear focus on outcomes. The programme was drafted carefully, looking at learnings from past sanitation programmes in the rural sector. Despite many programmes, the rural sanitation coverage rate did not get much success, for varied reasons. The primary reason was inability to implement programme in a pure ‘demand driven’ way, and lack of capacities to trigger behavioural change, required for this demand generation.

SQUAT Research Brief No. 1: Ending open defecation requires changing minds

The SQUAT survey was a survey of Sanitation Quality, Use, Access and Trends in rural north India. From December 2013 to April 2014 over 3,200 rural households were asked about their sanitation behaviour and beliefs. Over 300 villages in 13 districts of Bihar, Haryana, Madhya Pradesh, Rajasthan, and Uttar Pradesh were visited by the researchers and data was collected on the defecation behaviour of 22,787 people.
