A hypothesis on the monitoring system in India’s Total Sanitation Campaign

One of the problems of the Total Sanitation Campaign (TSC) in India has been its flawed monitoring system. The sanitation sector internationally was shocked when recently the sanitation coverage data from the Census were published. The worst fears were surpassed. Between 2001 and 2011, the TSC reported a sanitation increase of 46 points; from 22% to 68%. However, coverage was only 31% in 2011 according to the Census (GoI 2012a). This raises questions about the TSC monitoring system –and about the TSC policy itself, too.

Concurrent M&E system to track CLTS progress using Google Fusion and Google Earth

The CLTS programme in Budni Block, Madhya Pradesh, India, supported by UNICEF, aims to obtain the first-of-its-kind model resource ODF Block in Madhya Pradesh, through CLTS. The programme uses a combination of innovative M&E applications to track progress and manage follow up: Google Earth an Google Fusion offer powerful tools for fine-tuning implementation, triggering and follow-up strategies to accelerate progress towards ODF.

The Lilongwe Briefings: outputs from the international workshop in Lilongwe

From the 6th-10th August 2012, IDS convened an international workshop on CLTS Monitoring, Verification, Learning and Information Management in Lilongwe, Malawi. CLTS is now being implemented in more than 50 countries, of which at least 15 have made CLTS official national policy. With many countries embarking on national campaigns with ambitious targets, it is critical and timely to look in detail at different strategies and systems for post-triggering and post ODF monitoring, verification, and information management and learning. This specialised workshop brought together government and other actors to share their methods and experiences.

Reflections on India's enormous sanitation challenges and some opportunities

I was in Delhi recently. It was great meeting people. There was much debate and discussion going on about sanitation and hygiene. These are much higher up the public agenda than before. And the new Minister, Jairam Ramesh, was spoken of highly by everyone. If anyone can make a difference through political leadership, perhaps he can.

The Nanded sanitation story

CLTS in cities is relatively new in the Indian context. Prior to Nanded there were only two reported cases of use of CLTS in an urban setting in India- Kalyani near Kolkata and Raigad in Maharashtra. But the Nanded experience is wider than both the earlier initiatives, as this is the first time in India that CLTS has been used on a city wide scale to cover all aspects of sanitation including: open defecation; solid waste management; drainage; water security etc.
